This is my second attempt at releasing a skin here. This is a Saint Louis County PD CVPI Skin (becoming rarer and rarer daily).

1. Download this mod
   
2. Open Spark IV
   
3. Browse to your police car file youd like to replace
   
4. Select the Texture
   
5. Override the texture.
   
6. Save and Rebuild.
