You might be referring to Albo1125's British Policing Script. Unfortunately that plugin was discontinued a while ago and became unsupported.
As of 2024, I couldn't recall seeing any UK-based LSPDFR players/YouTubers doing a "DVLA" check on a vehicle including Tax and MOT.

For clarification, to update GTA V itself, replace those highlighted files in the screenshot, metadata in update - x64, and update2 in update.
You do not need to reinstall your entire mods folder, OpenIV is not going to ask you to do so.
For future updates, to quickly identify what has been updated(including LSPDFR), check the "date modified" section in File Explorer, and copy/paste those files that have the most recent dates to your LSPDFR copy.
