When I tried to load SparkIV I got this error!

I tried putting it in the main GTA IV directory and that went nowhere. I also tried OpenIV, but it could not find the "GTAIV.exe" File.

 

Could it be that I opened SparkIV while the game was downloading?

To my knowledge SparkIV is no longer being worked on so support will only come from helpful members in the community.  I'd recommend you used OpenIV to install new content.  I don't have the Steam version but you'll most likely have to tell OpenIV where to find your GTA IV directory.

Yeap, you should use OpenIV.
