LSPDFR silently stops working when nearby a PD or forcing duty

i've been trying to make this plugin work for a couple of days now and it's been an extremely frustrating process of trying to resolve this issue that has a mind of its own.

whenever i go near a PD, or when i type "GotoPD" in the RH console, the plugin stops working without any warnings whatsoever being displayed in the console. after i type "GotoPD", close the console, then reopen it, all of the LSPDFR commands have disappeared. the areas where you can go on-duty don't show the message that says "Press E to go on-duty". reloading the plugin does not work, as it immediately stops working when i close the console. typing "ForceDuty" into the console puts me on duty, then the plugin stops when i close the console.

i have tried using Albo's troubleshooter, and it reported no errors. i removed all of the LSPDFR plugins except for the base one, and i still had the issue. i reinstalled RH and LSPDFR and the issue remained.

i'm running Windows 10 64-bit with an AMD FX-8320 8-core 3.5GHz processor, 16 GB of ram, and a GTX 970 graphics card.

i changed file extentions (like ScriptHookV.dll and some .asi files) to disable them from being loaded in-game, in case you were wondering.

the only mods i'm using is the RAGE Plugin Hook, and the LSPDFR plugin.

i can't edit the op, but i think i found the problem.

for some reason, when i have the RAGE Plugin Hook console key bound to F11, it does something to unload the plugin. maybe it's a development keybind in LSPDFR that somebody forgot to remove, but changing it to another key (i changed mine to F4) seems to have resolved the issue.
