Cant find FSV lightbar LCPD 13' Vapid Stanier Police Cruiser (ELS)

For some reason I cant find one LCPD Federal Signal Vision 2013/GTA V Vapid Stanier Police Cruiser. Can someone help me find it?

Yeap. There's only 1-4 people who actually have the GTA V cruisers, and they're really rare - meaning, I won't get one until GTA V for PC is out. Although I do have rare stuff (don't ask what), I don't have anything nearly as rare as a GTA V cruisers.

As far I know, most of the GTA V cars are unlocked.

They're not really rare....Lt. Caine released his cruisers unlocked and Yard1 did.
