Put the nstockade.wft and nstockade.wtd into your vehicles.img
Carcols.dat: nstockade, 113,113,113,

Credits:
- Enforcer model by Rockstar Games, modified by Cj24.
- Vision light bar made by Schaefft, modified by Lt.Caine, modified to Viewpoint by Cj24.
- Misc lights by Cj24.
- Liveries by Break.

Notes:
The model is unlocked. Editing it is allowed but fair Credits are expected!

It quite clearly says in the file information that this is a non ELS model. If you had the initiative to browse Cj24's download category, you would find that there is also an ELS version available for download.http://www.lcpdfr.com/files/file/56-enforcer-lcpd-esu-els/
